Purpose of the Role

The Compliance Officer will play a critical role in ensuring that Dolphin Management Services Ltd operates in full compliance with applicable laws, regulations, and internal policies. This role involves oversight of AML/CFT frameworks, regulatory reporting, risk assessments, and acting as the key liaison with the Financial Services Commission (FSC) and other regulatory bodies. The ideal candidate will possess strong analytical skills, sound regulatory knowledge, and a proactive approach to safeguarding the Company’s integrity and reputation.

Key Responsibilities

Regulatory Compliance & Policy Development

  • Ensure adherence to all legal and regulatory obligations, particularly those outlined by the Financial Services Commission (FSC).
  • Draft, maintain, and update the Company’s AML, CFT, and compliance-related policies and procedures.
  • Draft and maintain Key Operating Procedures (KOPs) for new clients and ensure timely updates.

Client Onboarding & Due Diligence

  • Perform or review screening (including Google searches, sanctions, and name checks) for all client enquiries, onboarding, and periodic reviews.
  • Conduct and document Client Risk Assessments and Business Risk Assessments in accordance with internal policies and FSC requirements.
  • Review Know Your Customer (KYC) documentation, ensuring completeness, appropriateness, and proper Source of Wealth (SOW) corroboration.
  • Maintain accurate and secure records of KYC and due diligence files in a centralised compliance database.

Monitoring, Reporting & Reviews

  • Carry out internal file reviews and compliance monitoring exercises as mandated by Senior Management or the Board.
  • Prepare and submit regular compliance reports to management, highlighting gaps, trends, and recommending remedial action.
  • Manage all FATCA and CRS obligations, including filings and classification.
  • Support data protection compliance, incident management, and complaints handling processes.

Regulatory Engagement & MLRO Duties

  • Act as the Money Laundering Reporting Officer (MLRO) and liaison for FSC inspections and queries.
  • Coordinate and respond to regulator requests and audits, ensuring a high level of readiness and documentation accuracy.

Training & Advisory

  • Provide training to staff on compliance topics and regulatory developments.
  • Offer timely and practical compliance advice to business teams to support strategic and operational decisions.

Projects & Ad-Hoc Responsibilities

  • Lead or support remediation projects and file refresh exercises.
  • Support compliance-related input in new service lines or client mandates.
  • Perform other duties as assigned by the CEO or Board.

Skills, Competencies & Qualifications

  • Academic Background: Bachelor’s degree in Law, Finance, Management or related field. AML/CFT or Compliance certification preferred.
  • Experience: Minimum 3 to 6 years’ relevant experience in compliance, legal, or regulatory roles within the financial services sector.
  • Regulatory Knowledge: Strong understanding of Mauritius’s regulatory environment, FSC guidelines, FATCA/CRS frameworks, and AML/CFT obligations.
  • Language Skills: Fluent in English (spoken and written); French is an advantage.
  • Technical Skills: Proficient in Microsoft Word, Excel, PowerPoint; familiarity with compliance software tools is a plus.
