Rubina Toorawa is Country Head for Mauritius and Regional Head for India at Apex Group, where she oversees strategic direction, operations and sustainable growth across both jurisdictions. With over four decades of professional experience, she has extensive expertise in fund structuring and administration, accounting, auditing, taxation and consultancy. She joined International Financial Services Limited in 1999, following earlier roles at PwC Mauritius and KPMG in Manchester. A Fellow of the Institute of Chartered Accountants, she also holds a BSc (Hons) in Computer Science and Accounting.

Varounen Goinden is Chief Operating Officer of Intercontinental Trust Ltd and an experienced financial services professional specialising in the structuring and administration of investment funds and corporate vehicles. Throughout his career, he has held leadership positions within fund, trust and corporate administration businesses and has overseen portfolios encompassing mutual funds, hedge funds and private equity structures. He is a Fellow of the Association of Chartered Certified Accountants (FCCA), holds an Executive MBA from IAE Paris–Sorbonne Business School and a BSc in Finance with Law from the University of Mauritius.

Assad Abdullatiff is Co-founding Partner and Managing Director of Axis Fiduciary Ltd, with more than 25 years of experience in financial services. A lawyer by background, his expertise encompasses corporate law and governance, international tax and structuring, fund formation and administration, trusts, estates and private wealth. He previously headed the Financial Services Cluster at the former Board of Investment of Mauritius and has held several leadership positions within STEP internationally. A regular speaker at international industry forums, he has been closely involved in promoting Mauritius as an international financial centre.

Shamima Mallam-Hassam is Managing Director of Trident Trust in Mauritius and has more than 20 years of experience in financial services, with particular expertise in supporting clients operating and investing across Africa. Her career includes senior leadership positions within international fund and corporate administration businesses, as well as several government agencies. She previously served as Senior Director at the Board of Investment, Mauritius’ former national investment promotion agency. A longstanding contributor to the development of the financial services industry, she served as Chairperson of Mauritius Finance for three consecutive terms before completing her chairmanship in April 2026.

Priscilla Balgobin-Bhoyrul, SC is a Senior Partner at Dentons Mauritius, specialising in corporate, finance and tax law. She regularly advises commercial and investment banks, private equity and venture capital firms and has extensive experience in mergers and acquisitions, IPOs and cross-border investment structures involving Mauritius. She has practised at the Mauritian Bar since 1999 and has appeared before all courts of Mauritius as well as the Judicial Committee of the Privy Council in the United Kingdom. She also has longstanding experience in public and institutional governance and maintains a particular interest in fintech developments.

She spent 13 years at Deutsche Bank, where she held senior positions and led cash management and trade finance activities with international exposure across major markets. She subsequently joined Banque des Mascareignes, later becoming Deputy Chief Executive Officer of BCP Bank before her appointment as CEO in January 2025. She has extensive expertise in Global Business and corporate and institutional banking and also serves as Deputy Chairperson of the Mauritius Bankers Association.

Gordon Stuart is Managing Director of Accuro’s Mauritius office and a member of the Group Board, with responsibility for the Mauritian business and business development into Africa. He brings more than 18 years of experience across trusts, fiduciary services, taxation, estate planning and South African exchange controls. Prior to joining Accuro, he served as Chief Operating Officer of a South African trust and fiduciary services company. He regularly contributes to discussions on trusts, tax and estate planning and was the recipient of the Fiduciary Institute of Southern Africa Chairman’s Award in 2021.

In this capacity, she leads IQ-EQ’s Mauritius operations and its activities across the African region. An established financial services professional, she contributes to industry dialogue on developments affecting Mauritius as an international financial centre, including regulatory, investment and economic matters. She has served on the Board of Mauritius Finance across successive terms, representing the management company segment of the financial services industry.

Novan Maharahaje is Country Head of Ocorian Mauritius and Head of Fund Services for Africa, Middle East and Asia. He has more than 20 years of financial services experience spanning corporate finance advisory, cross-border investment structuring, fund administration and board governance. Before joining Ocorian, he spent a decade with PwC, holding managerial positions across audit, advisory and corporate finance. As Country Head, he leads Ocorian’s Mauritius business while supporting the development of its fund services activities across the wider AMEA region. He is a Fellow Chartered Accountant of the ICAEW.

Anthony Leung Shing is Country Senior Partner and Tax Partner at PwC Mauritius and also serves as Deputy Regional Senior Partner within PwC’s EMA region. He joined PwC Mauritius in 2009 after more than 13 years of professional experience in the United Kingdom and became a Partner in 2011 before assuming the role of Country Senior Partner in 2018. An economist and qualified chartered accountant, he has extensive experience in taxation, advisory and financial services and has contributed extensively to discussions on Mauritius’ economic, fiscal and international financial services landscape.

Samade Jhummun is a seasoned financial services professional with more than 20 years of experience across Mauritius and international financial centres including the Channel Islands and Ireland. His career has included roles with Argyll Management Services, Northern Trust, Trident Trust, Deutsche Bank and Multiconsult. He previously served as Chief Executive Officer of Global Finance Mauritius and subsequently as the first Chief Executive Officer of Mauritius Finance. He is a Fellow of the ACCA and a member of the Chartered Institute for Securities & Investment, the International Fiscal Association and the Mauritius Institute of Directors.
